Owners hold title to their unit, but the building behaves like a hospitality business, and that is exactly why most mortgage programs list condotels as an ineligible property type.

Being clear about the landscape matters here. Several of the programs available to us exclude condotels by name, and we will not pretend otherwise. What we do have is access to programs where condominium-hotel units are eligible, and on those programs the eligibility usually comes with a condition: the property is treated as an investment property.
