What you need to qualify
Each item below is a requirement of Fannie Mae, FHA, or at least one other program we offer.
- Signed federal tax returns for the most recent two years that include the foreign income.
- Documents in English, or a translation.
- All income converted to U.S. dollars.
- On FHA, two years of the income, reasonably likely to continue.
- On FHA, the foreign income averaged over the previous two years.
- No borrowers from countries under OFAC sanctions, on at least one program.

Yes, when it is documented on your U.S. tax returns and converted to U.S. dollars.
Fannie Mae treats income as foreign income when you are employed by a foreign corporation or a foreign government and paid in foreign currency. You need signed federal income tax returns for the most recent two years that include that income.

FHA needs two years of the income, likely to continue, shown on complete tax returns with all schedules, and averages it over the previous two years. At least one foreign national program is for second homes and investment properties only.
